Landlords that are currently
renting an apartment to a family receiving
rental-assistance payments from FEMA (as a
result of Hurricanes Katrina and Rita).
Landlords that would
like to begin participation in the DHAP program
and are interested in renting an apartment
to a family receiving rental-assistance payments
from FEMA (as a result of Hurricanes Katrina
and Rita).
There are some major changes
that will affect these rental-subsidy payments.
Most importantly, the Federal government is phasing
out FEMAs rental-assistance program and
replacing it with a program run by the U.S. Department
of Housing & Urban Development (HUD). The
new program will be known as DHAP, short for Disaster
Housing Assistance Program.
HUD will administer the DHAP program locally through
the Harris County Housing Authority which
will take over payment of all rental subsidies
from FEMA and its existing contractor (CLC) beginning
December 1, 2007.
As a landlord housing families currently enrolled
in the FEMA program, you are eligible to continue
receiving rental-subsidy payments under the new
