The following information pertains to:

Landlords that are currently renting an apartment to a family receiving rental-assistance payments from FEMA (as a result of Hurricanes Katrina and Rita).

Landlords that would like to begin participation in the DHAP program and are interested in renting an apartment to a family receiving rental-assistance payments from FEMA (as a result of Hurricanes Katrina and Rita).

There are some major changes that will affect these rental-subsidy payments.

Most importantly, the Federal government is phasing out FEMA’s rental-assistance program and replacing it with a program run by the U.S. Department of Housing & Urban Development (HUD). The new program will be known as DHAP, short for Disaster Housing Assistance Program.

HUD will administer the DHAP program locally through the Harris County Housing Authority – which will take over payment of all rental subsidies from FEMA and its existing contractor (CLC) beginning December 1, 2007.

As a landlord housing families currently enrolled in the FEMA program, you are eligible to continue receiving rental-subsidy payments under the new DHAP program.
